BCRTC Occupational Health Specialist

<p>PRIMARY PURPOSE</p> <p><br /> Facilitates the delivery of BCRTC&#39;s Occupational Health services, including disability management, health promotion, accommodation, and substance use disorder programs for employees. Assesses and determines employment suitability in the pre-placement health assessment process and also &quot;medical fitness for duty&quot; status of employees in safety sensitive and safety critical positions. Primary subject matter expert regarding medical conditions and impact of these on attendance, behavior and performance.</p> <p>KEY ACCOUNTABILITIES</p> <p><br /> - Accountable for the delivery of BCRTC&#39;s occupational health services with the strictest confidentiality of personal medical information of all employees while conveying the impact and risk of the medical condition on the employee&#39;s ability to work. All communications and disclosures must be in adherence with the British Columbia College of Nursing Professionals and the applicable privacy legislation. Ensures clarity and fosters compliance by others. Maintains confidential Occupational Health files.</p> <p>- Liaise with the Chief Medical Officer and Occupational Health Clinician in evaluating employee medical fitness for duty at the time of hire and during tenure to work in a safety critical or safety sensitive position. Ensure medical fitness for duty assessments are completed with the guidance of sources such as the Railway Medical Rules for Positions Critical to Safe Railway Operations and include post offer employment tests (POETs), periodic medical evaluations, annual chronic medical reviews independent medical exams.</p> <p><br /> - Leads the permanent accommodation process for employees by securing the necessary medical documentation to confirm a disability. Provides subject matter expertise regarding the impacts of a medical condition on an employee&#39;s ability to attend work on a regular and consistent basis. Act as the lead representative when liaising with multiple internal and external stakeholders to determine appropriate accommodation and facilitates the signed agreement between the employee, union(s) and management. Ensures that all accommodations are reviewed annually or more often as indicated.</p> <p>- Leads the full cycle of cover at work process for employees, including rehabilitation, graduated return and/or modified duties, obtaining medical clearance and arranging independent medical evaluations as required for both occupational and non-occupational cases. Collaborates with the Workability Advisor in assessing individual limitations and restrictions and works with the departments to identify opportunities for early intervention and return to work.</p> <p><br /> - Develops and assists in the implementation of safe and successful recover at work plans through the coordination of all parties, i.e. employees, supervisors, medical professionals and insurers. Act as the primary contact for internal and external stakeholders regarding disability management and recover at work. - Leads the Job Demands Analysis process to ensure functional and cognitive requirements associated with a position are accurately documented. Liaise with external providers such as Occupational Therapist and Ergonomists, to develop the documentation and manages the distribution of the end product with the affected parties.</p> <p>- Provides medical information assessments and recommendations to management regarding any contribution to employee attendance, behavior and/or performance. Supports health programs by attending and providing relevant information at health fairs and site-specific meetings.</p> <p><br /> - Researches on best practices and provides analysis on occupational health services, interpret and assess findings to provide recommendations. Applies senior specialized expertise to the occupational health service development and delivery of day to day programs.</p> <p>Qualifications</p> <p><br /> Education and Experience: The requirements of this job are acquired through a bachelor degree from a recognized post-secondary institution in nursing, or health sciences and five (5) years of related experience in Occupational Health and disability management in a unionized environment. Ongoing registration in good standing with British Columbia College of Nursing Professionals or acceptable association is required.<br /> &nbsp;<br /> Other Requirements: - Advanced interpersonal skills to convey information to a third party wihtout disclosing confidential medical information pertaining to an employee.<br /> &nbsp;<br /> - Strong communication skills, both written and verbal.<br /> &nbsp;<br /> - Strong organizational, negotiation and problem-solving skills.<br /> &nbsp;<br /> - Ability to work both independently and in collaboration with Occupational Health and Wellness team and othe relevant stakeholders.<br /> &nbsp;<br /> - Solid working knowledge of all Microsoft Office applications.<br /> &nbsp;<br /> - Discretion, judgement and ability to deal with highly confidential information, sensitive and/or emotional issues.<br /> &nbsp;<br /> - Familiarity with Regulatory and Disability Insurance processes and systems including but not limited to Railway Medical Rules for Positions Critical to Safe Railway Operations and WorkSafe BC.</p> <p><br /> Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.
