The Protection for Persons in Care Unit investigates reports of abuse in publically funded facilities and administers the Protection for Persons in Care Act (Act). This Act promotes the safety and well-being of adult Albertans who receive care or support services from publicly funded service providers.

The Role:

Do you have a background in a health discipline, social work, or law enforcement with experience in conducting investigations? Do you enjoy solving mysteries, unravelling puzzles and getting down to the facts of a situation? If so, this opportunity may be right for you.

 

The Province is seeking to establish a roster of skilled investigators to provide Services to investigate Reports of Abuse in accordance with the Act and the procedures of the PPC unit. The anticipated duration of Services is from May 1, 2023 to March 31, 2026.  The Province, in its discretion, will confirm actual start and end dates for the Services upon finalizing the Contract.

Services

The Province requires the Contractor to perform the following services that include:

 

  1. Conducting thorough investigations concerning reports of Abuse referred by the Complaints Officer. The Investigator will fulfill the duties and exercise the powers of an investigator in accordance with the Protection for Persons in Care Act (the Act). Post-investigation requirements include completing an investigation report including all edits and/or re-examining evidence as requested by PPC and providing all required documentation to the PPC office.
  2. The Investigator must commence the investigation within 48 hours of the date of acceptance of the referral letter for investigation.
  3. The Investigator must carry out the investigation using the powers of an Investigator under Section 12 of the Act, including:
    1. interviewing the Client or any person who can provide information relevant to the investigation;
    2. visiting the premises of the Service Provider(s) to conduct investigations;
    3. reviewing the policies and the procedures of the Service Provider(s), accessing all records that could be relevant to the investigation in accordance with Section 12 of the Act;
    4. reviewing any other evidence relevant to the report of abuse;
    5. determining if in their opinion the allegation of Abuse is founded or not founded and provide reasons for that determination;
    6. making specific recommendations aimed at preventing future Abuse, and
    7. providing the preliminary findings to, and obtaining feedback from, the providing the preliminary findings to, and obtaining feedback from, the relevant parties prior to submitting a final report.

 

Mandatory Requirements:

  1. Demonstrated experience in conducting investigations involving vulnerable individual(s).

 

Conducting investigations means utilizing critical thinking when directly implementing an investigation.

 

Vulnerable individuals means an individual receiving public funding for care or support services from acute care, continuing care (long term care, supportive living facilities or lodges), or persons with developmental disabilities (PDD) settings (i.e. group homes or day programs, shelters and/or unique homes).

 

Desirable Provisions:

  1. Demonstrated direct multi-disciplinary experience within the Health Sector, with PDD, supportive living, or within adult support or service settings such as shelters or addictions and mental health treatment and rehabilitation centres.

 

Health Sector refers to acute care, continuing care, PDD settings and/or unique homes.

 

  1. Demonstrated experience in writing investigation reports with recommendations and rationale to support the recommendations.
    • Must identify and elaborate on types of investigation reports completed.
  1. Have a post-secondary diploma or degree in a Health Discipline (any nursing discipline, pharmacy, occupational therapy, psychology, speech language pathology, etc.) and be in good standing with the relevant Alberta regulatory college.
  2. Have a post-secondary diploma or degree in Social Work, and be in good standing with the relevant Alberta regulatory college.
  3. Have a post-secondary diploma or degree in Law Enforcement, and work experience in the field of law enforcement (for example, RCMP or a local police service).   
  4. Willing to travel outside of home zone (Home zone refers the Alberta Health Services Zone in which your home/office is located).

 

Payment
