-Applicants must have a Masters degree in Social Work, Psychology, or Nursing from an accredited program; or a Bachelors degree in Nursing with CNA certification in mental health with extensive experience.

-Registration with appropriate licensing body and in good standing.

-Training and preparation in program development or project management, or a combination of education and proven successful experience in project management and implementation. 

-3-5 years of experience in a mental health treating setting. 

-Knowledge and broad understanding of the health system on a provincial basis. 

-Knowledge of best practices and clinical guidelines within community mental health care.

-Knowledge of current collaborative approaches to care that enables development of options and recommendations.

-Knowledge of the role of primary care and working knowledge of basic statistics and quantitative and qualitative research methods. 

Job Description

Health PEI is seeking an independent, self-starter, for a unique mental health leadership opportunity!

The Provincial Collaborative Mental Health Lead (Program Officer) will provide on-site leadership and oversight to guide and coordinate the continued development, monitoring, evaluation, and sustainability of the collaborative mental health care service delivery model in primary care networks across Prince Edward Island.

This position is responsible to coordinate and provide capacity building activities and sustainability amongst primary care providers and community mental health providers to deliver effective mental health care in primary care networks, through collaborative service agreements and to improve access and coordination mechanisms in more severe and complex conditions. The position will provide leadership, expertise, and support to primary care staff and physicians providing services in the shared care setting. This position will report to the Program Development Lead in Primary Care.

Duties will include:

-To establish a planning and implementation team for collaborative mental health in each primary care network consisting of community mental health and primary care managers, community mental health supervisor, nurse clinical lead, and family physician and psychiatry representation (or input) from within the network;
-To lead the education of the team on the framework for collaborative mental health that has been developed, including background, research based evidence, and service delivery model;
-To guide and support the development of baseline data on mental health needs, interest and capacity, including: utilization of services, resources, approximate prevalence rates, and referral patterns within the network;
-To guide and support the completion of an environmental scan including local capacity, community context, existing staff and practitioner skill sets, services offered, gaps in service, logistical requirements (space and infrastructure), opportunities for re-design and competency development;
-To guide and support implementation of the collaborative mental health shared care model and the development and establishment of sustaining mechanisms to embed the collaborative mental health service delivery model into practice by: developing relevant policies, guidelines, treatment, and case management protocols as may be required to support effective care delivery; and guiding and supporting efficient and effective methods for delivery of safe and quality collaborative mental health services by providing clinical direction and guidance to primary care staff and community mental health staff.
-To lead and manage the change process in clinical practice to establish collaborative mental health practice in primary care settings; 
-To monitor and adjust defined Service Collaborative Agreements to ensure service delivery is responsive to emerging population needs, trends, and best practices in mental health care;
-To establish and refine processes and relationships which promote implementation and sustainability of an integrated collaborative approach to mental health service delivery in primary care across the province;
-To engage and lead practitioners in discussions and decision making to develop policies/protocols, implementation/operational guidelines, and standardized forms and targets for collaborative mental health service delivery;
-To coordinate, facilitate, support, participate, and develop resources in webinars of particular topics and relevance for collaborative mental health service delivery;
-To coordinate and participate in the delivery of relevant clinical practice support tools, a compendium of resources, skills training and competency development; and other duties as required.
